How Is an EIP Billed?
EIP fees vary based on the account type, including the Traditional Account Type and the Standard Account Type. For more information, see Billing Overview. How Are IP Resource Fees Charged for an EIP?
1. The fee displayed in the console is for the idle duration of a full hour. Currently, the charging of IP resource fees can be precise to the second. For multiple binding/unbinding operations, the fees will be charged based on the accumulated duration (in minutes) of the unbound status.
2. If the idle duration is less than an hour, the IP resource fee will be charged based on the proportion of idle time.
When Are IP Resource Fees Charged for an EIP?
When an EIP is not bound to any cloud resources, it will incur IP resource fees in the following cases:
The EIP is for the Traditional Account Type.
The EIP is for the Standard Account Type, and the billing mode is billing by traffic or billing by BWP.
When Are Public Network Fees Charged for an EIP?
Traditional Account Type: When the EIP is bound to cloud resources, no fees are charged for the EIP itself, but public network fees are charged for the bound cloud resources.
Standard Account Type: The charging of public network fees varies based on the billing mode.
Billing by traffic: When the EIP is bound to cloud resources, only public network fees are charged.
Monthly bandwidth subscription and billing by hourly bandwidth: Whether the EIP is bound to cloud resources or not, public network fees are charged.
What Is the Impact on Fees after Binding, Unbinding, or Releasing an EIP?

How to Stop the Charging of IP Resource Fees for an EIP in the "Unbound, with Fee Deduction" Status?
If you no longer need the EIP in the "Unbound, with Fee Deduction" status, you can release it. After the EIP is released, the charging of IP resource fees for it will stop.
For the specific operations, see Releasing an EIP. If you need to keep a certain EIP and stop the charging of IP resource fees, you can bind the EIP to cloud resources (such as CVMs and NAT Gateways). Once the EIP is in the bound status, no IP resource fees will be charged anymore.
Why Are Fees still Being Deducted for a Released EIP in the "Unbound, with Fee Deduction" Status?
If you have released an EIP in the "Unbound, with Fee Deduction" status, billing has stopped after the release. However, for EIPs, fees are settled and charged hourly based on the actual idle duration in the previous hour. Therefore, you will still receive a message about the deduction. For example, if you release an EIP at 09:18:18 AM, the fee will be settled and charged between 10:00:00 AM and 10:59:59 AM for the idle duration in the previous hour.
How to Change the Billing Mode of an EIP for the Standard Account Type?
You can switch the billing mode of the EIP from billing by traffic to monthly bandwidth subscription, or from monthly bandwidth subscription to billing by traffic. For the specific operations, see Adjusting the Billing Mode. Why Should I Set a Peak Bandwidth for EIPs in the Traffic Billing Mode?
By setting a peak bandwidth, you can avoid incurring high fees due to sudden traffic spikes, thus achieving cost control.
For the peak bandwidth of bill-by-traffic EIPs, no service quality guarantee is provided. For example, if you set the peak bandwidth of a bill-by-traffic EIP to 50 Mbps, there is no guarantee that the peak bandwidth will reach 50 Mbps. If you want to use a peak bandwidth with a service quality guarantee, you need to purchase a bill-by-bandwidth EIP.
