Note:
This document is intended for users of the points billing plan and describes the core operation processes and limitations of CloudBase plans and credit packages.

Billing cycles and credit resets

Billing cycle date: After a user purchases a yearly/monthly subscription CloudBase plan, the purchase date is recorded as the resource billing cycle date. Monthly cumulative resources in CloudBase are reset on each billing cycle date.
For example: If a user purchases a 2-month Pro plan on January 1, 2026, the plan expires on March 1, 2026. The resource billing cycle date is the 1st of each month, meaning that monthly resources are reset on February 1.
Billing cycle: After a user purchases a yearly/monthly subscription CloudBase plan, the logical month from one billing cycle date to the next is a billing cycle.

Environment service status

Service availability rules

In this section, available points refers to plan points that can still be deducted for the current billable item, or resource pack quota that is within its valid period and applicable to the billable item. Points are deducted in the following order: plan points → resource packs → pay-as-you-go for overage. After a resource pack expires, any remaining quota is no longer counted as available quota.
Enabling pay-as-you-go for overage only indicates the switch status. Whether pay-as-you-go services can continue after points are exhausted also depends on whether the Tencent Cloud account has overdue payments and whether the environment plan has expired.
Determine the environment service status in the following order:
1. The plan has expired: Regardless of whether the account has overdue payments, whether points remain, or whether pay-as-you-go for overage is enabled, the environment enters the isolation period according to the expiration suspension rules.
2. The plan has not expired and has available points: The environment continues to provide services. Account overdue payments do not affect the use of existing quota, but restrict operations such as renewal and configuration changes.
3. The plan has not expired but available points are exhausted: Pay-as-you-go services continue only when the account has no overdue payments and pay-as-you-go for overage is enabled. In all other cases, the environment enters the overage suspension state. If the account has overdue payments, services are suspended after points are exhausted even if pay-as-you-go for overage was previously enabled.

Note:
In the table, "Expired" means that the plan has expired without renewal, has entered the expiration suspension isolation period, and has not yet been terminated. "Remaining quota" in the same column describes the remaining quota on record and does not indicate that the environment can still be used during the isolation period. For the time boundary between plan expiration and actual service suspension, see Lifecycle of resources in the environment below.

Plan management

Purchase

Each CloudBase account can purchase CloudBase paid environments on the plan purchase page as needed, including the Pro and Team editions.

Change your plan

When plan change conditions are met, a plan change that requires payment is an upgrade, and a plan change that requires a refund is a downgrade. After the plan change is completed, it takes about 1 minute for the quota to be updated.
Attention:
The plan cannot be changed in the following scenarios:
If the used points exceed the quota of the target plan, downgrade is supported only when the usage does not exceed the quota of the target edition or a higher edition.
For example, if you are currently on the Team plan and have used 300,000 points, when you try to change to the Pro plan (with a quota of 200,000 points), the plan change cannot be performed immediately because the used amount exceeds the quota of the target plan. In this case, you can perform the plan change after the current billing cycle ends and the usage is reset.

Upgrade

For the calculation logic of upgrade fees, see the Billing Center documentation.
Note:
The upgrade doesn't affect the resource expiration time.
The upgrade fee can be paid with promo vouchers and platform-gifted balance (free credit).
The quota validity period of the new package is the same as the remaining quota validity period of the original package. During an upgrade, you cannot select a duration. You can only select a duration when renewing a package.

Downgrade

For the calculation logic of downgrade fees, see the Billing Center documentation.
Note:
A downgrade must meet the plan change conditions (see above). Specifically, you can only downgrade to an edition whose quota is not exceeded by your current usage, or to a higher edition.
If the downgrade fee is greater than 0, the configuration downgrade will be performed, and the refund will be returned to your Tencent Cloud account via the original payment method. You can withdraw the refund in the Billing Center.
If the downgrade fee is less than or equal to 0, the configuration downgrade will be performed without a refund.
If a discount or voucher is used during purchase, it will not be returned.

Renew

After a purchased plan expires, you can renew it to extend its expiration time.

Terminate an environment and request a refund

You cannot stop using only some features of a product in an environment (such as SCF). You can only terminate the entire environment.
When you terminate an environment, the system automatically refunds the environment plan fee. For the refund amount, see the usage-based proration in the Billing Center documentation. The refund will be returned to your Tencent Cloud account via the original payment method, and you can withdraw it in the Billing Center.
Fees incurred from pay-as-you-go usage are not refundable, except for environment plan fees.

Credit pack management

Purchase

Prerequisites

Users of paid environments can go to the resource pack purchase page to select the corresponding environment, resource pack type, and specification to complete the purchase. After the purchase is completed, you can go to CloudBase to view the resource pack status.

Activation and validity

A resource pack takes effect immediately after successful payment. "Taking effect" means that the valid period starts from the moment the purchase is completed.
Attention:
"Effective" does not mean "used". A resource pack can be in the "effective but unused" state, where the valid period is still elapsing but the quota has not been consumed.
Effective: The resource pack enters the available state, and the valid period starts counting down.
Used: After a resource pack has been used to deduct actual usage, it enters the used state and cannot be refunded.

Expiration

After a resource pack expires, it can no longer be used even if there is remaining quota. Because the valid period has expired, the remaining quota is automatically voided and cannot be extended.

Refunds

A resource pack can be refunded if it has not expired and has not been used. You can go to the Resource Pack Management page to perform the operation. The refund will be returned to your Tencent Cloud account via the original payment method, and you can withdraw it in the Billing Center.
A resource pack cannot be refunded after it has been used. You are advised to estimate your business usage and choose an appropriate specification before purchasing.

Credit exhaustion and paid overages

When the plan is still within its valid period, but the current billable item has no available plan points or applicable resource pack quota:
The account has no overdue payments and has enabled over-limit pay-as-you-go: The environment continues to provide services, and the excess usage is billed based on actual usage. For pricing, see the Points Pricing Documentation.
Pay-as-you-go for overage is not enabled, or the account has overdue payments: The environment enters the overage suspension state. If the account has overdue payments, pay-as-you-go cannot continue after points are exhausted even if the pay-as-you-go switch was previously enabled.
During the overage suspension period, environment data is saved normally, but resources within the environment (such as SCF and databases) cannot be called, and online business will be interrupted. The overage suspension does not change the plan expiration time. If the plan subsequently expires and is not renewed, it will still be handled according to the "Plan Expiration and Service Suspension Isolation" policy.
You can restore services in the following ways:
If the account has no overdue payments: upgrade the plan, purchase an applicable resource pack, or enable over-limit pay-as-you-go billing.
If the account has overdue payments: first repay the arrears and rectify the account, then upgrade the plan, purchase an applicable resource pack, or use over-limit pay-as-you-go billing.
You can view usage and perform corresponding operations in CloudBase > Usage. After the next billing cycle is entered and the plan points are reset, if the environment meets the service conditions again, services will be restored according to Environment Service Status Determination.

Overdue account balances

When your Tencent Cloud account has overdue payments, the usage status of the CloudBase environment depends on whether the environment plan is still within its valid period:

Active plans

If the environment still has available points, it can continue to be used normally, and online business is not affected. However, renewal and plan changes cannot be performed at this time. You must first repay the arrears to rectify the account before renewal or plan changes can be resumed.
If the environment has no available points, it will enter the overage suspension state, and online business will be interrupted. You can first rectify the account, and then restore available points for the environment in one of the following ways:
Upgrade the environment plan
Purchasing a Resource Package
Enable pay-as-you-go billing

Expired plans

After the plan expires, the environment will enter a service suspension isolation period (15 calendar days), during which online business will be suspended, the console page will be inaccessible, and the environment cannot be operated. You can renew the environment within the isolation period to restore its status.
If the environment is not renewed within the isolation period, it will be terminated after the isolation period ends, and the data will be cleared and cannot be recovered.

Environment lifecycle

Resources in a CloudBase environment generally follow the environment lifecycle: if the environment plan expires without renewal, services are suspended according to environment rules and the environment enters a 15-calendar-day isolation period. If renewal is completed within the isolation period, the retained environment resources can be restored. If the environment is not renewed by the end of the isolation period, the environment and its resources are terminated.

Billing notifications

After a user successfully purchases resources, we will notify the user by SMS or in-app message for the following scenarios, as shown in the table below:
Resource Type
Message type
Description
CloudBase package
Delivery success notification
After a user successfully purchases CloudBase resources and delivery is completed, this message will be sent.
Renewal success notification
After a user successfully renews CloudBase resources, this message will be sent.
Plan change success notification
After a user's plan change is successful, this message will be sent.
Expiration notice
For resources without auto-renewal enabled, the system will send expiration reminders. Notifications are sent via SMS and in-app messages, and users will receive one notification every other day.
Cloud resources with auto-renewal enabled:
If the account has sufficient funds, the system will not send resource expiration reminders.
If the account balance is insufficient for renewal, the system will send a notification indicating that the auto-renewal balance is insufficient and the account needs to be topped up. Notifications are sent via SMS and in-app messages, and users will receive one notification every other day.
Service suspension notice
If a resource expires without renewal, the service will be suspended on the day after expiration. Within 15 calendar days after suspension, users can renew the resource in the console to restore its service status. After the resource is suspended, the system will send this notification.
Release notice
After a resource is suspended, if the user still does not renew it, the resource will be released, and its data will be cleared and cannot be recovered. After the resource is released, this message will be sent.
Resource pack

Resource pack expiration notice
When a resource pack expires, the user will be reminded that the resource pack can no longer be used to offset pay-as-you-go usage after expiration.

FAQs

Q1: Can a Non-Credit-Based CloudBase Plan Continue to Be Used Without Switching the Billing Mode?

The CloudBase plan can still be used, but resource usage in the points billing mode can be freely allocated to meet on-demand business needs. We recommend switching to the points billing mode.

Q2: Where can I check my plan and billing mode?

You can view the current plan edition and billing mode on the CloudBase > Plan Usage page.

Q3: What if my plan does not include enough credits?

You can enable pay-as-you-go, purchase resource packs, or upgrade your plan. Go to the CloudBase > Plan Usage page to perform these operations.

Q4: Can I switch a legacy plan to credit-based billing?

The legacy CloudBase plan does not support switching to points billing. You need to first upgrade to a current CloudBase plan (Professional Edition/Team Edition) in the console, and then switch to the points billing mode.
