Tencent Cloud Notice of Retirement of Traditional Account Type (Bill-By-CVM Accounts)
Dear Tencent Cloud user,
Thank you for your continued support of Tencent Cloud.
For public network bandwidth purposes, Tencent Cloud accounts fall into two types: the Standard Account Type (bill-by-IP accounts) and the Traditional Account Type (bill-by-CVM). Under the Standard Account Type, bandwidth and traffic are managed on public IP addresses or Cloud Load Balancer (CLB) instances; under the Traditional Account Type, they are managed on Cloud Virtual Machine (CVM) instances. All accounts registered after 00:00 on June 17, 2020 (UTC+8) are Standard Account Type accounts, and new features are no longer available for the Traditional Account Type.
To unify our public network bandwidth architecture and offer you richer, higher-quality network services, Tencent Cloud will officially retire the Traditional Account Type at 00:00 on January 1, 2027 (UTC+8). From that time, accounts that have not been upgraded will be subject to certain restrictions on purchasing, adjusting, and renewing public network bandwidth on CVM instances. Existing resources will continue to run normally until they expire. The Standard Account Type offers more product capabilities and finer-grained bandwidth management and billing, so we recommend upgrading as soon as possible.
The upgrade may change where bandwidth is held and billed, the billing mode of some resources, and how you use the console and APIs. Please submit a ticket as soon as possible so that we can begin the assessment and complete your upgrade. Tencent Cloud will not upgrade your account until you have confirmed the assessment of the resource changes.

I. Benefits of Upgrading

Network bandwidth is managed and billed on public IP addresses and can be flexibly migrated to other CVM instances.
When using the public network CLB service, you no longer need to purchase public network bandwidth for each backend CVM instance. You only need to purchase bandwidth for the CLB instance, which simplifies management.
A wider range of public network billing modes is available to cover more business scenarios. Within the same region, bandwidth packages can be used alongside resources on other billing modes, such as hourly traffic billing, yearly/monthly bandwidth subscriptions, and hourly bandwidth billing. Bandwidth packages also support multiple pay-as-you-go billing modes, including bandwidth-based billing, enhanced 95th percentile billing, monthly top 5th billing, and main traffic billing.
Elastic Public IPv6 (EIPv6) can be added to the same bandwidth package as IPv4 for joint billing.
The Standard Account Type supports additional product features and services, such as IPv6 2.0, dedicated EIPs, Anti-DDoS EIPs, third-party firewall access for EIPs through Gateway Load Balancer (GWLB), CLB cross-region binding 2.0, Domain-Based CLB, EIP binding for private network CLB, and Standard NAT Gateway, as well as a broad range of monitoring metrics (such as CLB ingress and egress bandwidth utilisation and packet drop metrics).

II. Upgrade Notes

Under normal circumstances, the network will not be interrupted during the upgrade and running services will not be affected.
Do not adjust resource configurations through the console or APIs during the upgrade (for example, changing the billing mode or adjusting bandwidth), as these changes may not take effect.
The upgrade takes about 5 minutes. For accounts with more than 500 CVM instances, it will take longer, depending on the number of instances. The actual duration depends on the number of resources in your account and other factors. Once the upgrade has succeeded, you cannot downgrade to the Traditional Account Type.
After the upgrade, public network bandwidth will be managed on public IP addresses and CLB instances. Bandwidth alarms previously configured on CVM instances will no longer apply. Please view bandwidth monitoring data and reconfigure alarms on public IP addresses and CLB instances.
After the upgrade, a yearly/monthly subscribed common public IP address cannot be directly converted to an EIP. You can first convert it to a common public IP address billed by traffic, and then convert it to an EIP.
If you purchase CVM instances, EIPs, or CLB instances through API calls, you will need to adjust network-related parameters after the upgrade. For details, see Impact on Console and API Calls.
When calling the RunInstances API to create a CVM instance that requires public network bandwidth, set InternetMaxBandwidthOut to a value greater than 0 and PublicIpAssigned to true to assign a public IP address. If InternetChargeType is BANDWIDTH_PACKAGE, you must specify a bandwidth package ID for BandwidthPackageId.
When calling the AllocateAddresses API to create an EIP, set InternetChargeType and InternetMaxBandwidthOut. If they are not set, the EIP will be billed by hourly traffic with a bandwidth of 1 Mbps by default.
When calling the CreateLoadBalancer API to create a public network CLB instance, set InternetChargeType and InternetMaxBandwidthOut. If they are not set, the CLB instance will be billed by hourly traffic with a bandwidth of 10 Mbps by default.
The upgrade may fail if your account has overdue payments or contains CVM instances in an abnormal state (for example, shut down due to overdue payment or isolated upon expiry). Please renew or terminate such resources promptly.

III. How to Upgrade

Submit a ticket, select Elastic IP, and submit your upgrade request.

IV. FAQ

1. Why do I need to submit a ticket to upgrade?
Since May 23, 2024, Tencent Cloud has been upgrading existing Traditional Account Type accounts in batches. The upgrade moves bandwidth and network billing from CVM instances and NAT gateways to EIPs and CLB instances, and the network billing mode of some resources may change as a result. Because resource billing modes differ between accounts, the resulting billing modes may also differ. We therefore first provide you with an account-level assessment of the resource changes, and carry out the upgrade only after you have confirmed it.
In addition, if your CVM instances were purchased under a promotion whose rules do not allow the billing mode to be changed, or if your account has overdue payments or resources in an abnormal state (such as isolation), these issues must be resolved before the upgrade can proceed.
For these reasons, you need to submit a ticket and confirm the impact before the upgrade. We recommend submitting a ticket as soon as possible to allow enough time for assessment, confirmation, and adapting your services. If you disagree with the assessment, you can set out your concerns in the ticket and we will respond through the ticket process. If you do not accept the post-upgrade billing arrangements and wish to return the relevant resources, you can submit a ticket to request a return. The unused portion will be refunded in accordance with Tencent Cloud's refund rules.
2. How do I know whether I need to upgrade?
All accounts registered after 00:00 on June 17, 2020 (UTC+8) are Standard Account Type accounts. If you are unsure, you can check your account type using the following method:
Log in to the Public IP console. On the Public IP instance list page, check whether a Traditional Account Type notification appears at the top. If there is no notification, your account is a Standard Account Type account.
3. Does the retirement of the Traditional Account Type mean that my account will be cancelled?
No. This change concerns how public network bandwidth is managed, not your account itself, and your account will not be cancelled. However, from 00:00 on January 1, 2027 (UTC+8), accounts that have not been upgraded will be subject to certain restrictions on purchasing, adjusting, and renewing public network bandwidth on CVM instances. Existing resources will continue to run normally until they expire. If your account has not been upgraded when your yearly/monthly subscribed public network bandwidth expires, the corresponding public network access will no longer be available. For details of how expired resources will be handled, please submit a ticket. To avoid any business impact, please complete the upgrade before your bandwidth expires.
4. Will the upgrade affect my running services?
Under normal circumstances, the network will not be interrupted during the upgrade and running services will not be affected. However, do not adjust bandwidth-related resource configurations during the upgrade, as these changes may not take effect.
5. Can I revert to the Traditional Account Type after the upgrade?
No. Once the upgrade has succeeded, you cannot downgrade to the Traditional Account Type. If an error occurs during the upgrade, the system will automatically roll back to its pre-upgrade state. Under normal circumstances, this will not affect your services.
6. My CVM instances were purchased under a promotion. Can I still upgrade?
Yes. Upgrading CVM instances purchased under a promotion does not necessarily involve a billing mode change:
If the CVM instance uses yearly/monthly subscribed bandwidth and has a common public IP address, that IP address inherits the original subscribed bandwidth, and no billing mode change is involved.
If the CVM instance uses yearly/monthly subscribed bandwidth and has no common public IP address but is bound to an EIP, a billing mode change is involved. If you are happy for the IP address to change, you can have a common public IP address allocated when unbinding the EIP before the upgrade, so that it inherits the public network bandwidth purchased under the promotion. If you disagree with this solution, you can set out your concerns in a ticket and we will respond through the ticket process.

Thank you for your trust in and support of Tencent Cloud. For more information, see Account Type Description. If you have already confirmed the impact of the upgrade, you can also submit a ticket to upgrade early, or contact us.
